Carolina Therapeutic Services Community Development, Inc. (CTSCD, Inc.) was established by Clarence Sutton, President and CEO, as a nonprofit organization in North Carolina in 2012 to provide support for CTS Health’s foster care consumers through programs such as the Cassandra Robinson Scholarship Fund for graduating high school students, Duffels for Dignity which provides luggage for transitory youth, and the Angel Tree Christmas Gift Drive, which provides gifts for children enrolled in the CTS Health services.

Programs & Services
North Carolina Programs
North Carolina’s Safe Steps Program focuses on preventing and addressing human trafficking through education, survivor support, and community partnerships, working to protect vulnerable individuals and provide pathways to safety and recovery. North Carolina's location and transit routes make it a critical area for intervention, with the state ranking in the top 12 for human trafficking.
Illinois Programs
CTSCD’s Illinois programs provide vital support through three key initiatives. Community-Based Services help individuals and families access essential resources for stability and well-being. Children’s Behavioral Support offers mental health services to support emotional and social development. The Intensive Team-Based Program provides comprehensive, wraparound care for at-risk youth.
