Carolina Therapeutic Services Community Development, Inc. (CTSCD, Inc.) was established by Clarence Sutton, President and CEO, as a nonprofit organization in North Carolina in 2012 to provide support for CTS Health’s foster care consumers through programs such as the Cassandra Robinson Scholarship Fund for graduating high school students, Duffels for Dignity which provides luggage for transitory youth, and the Angel Tree Christmas Gift Drive, which provides gifts for children enrolled in the CTS Health services.

Our Story

Carolina Therapeutic Services Community Development, Inc. (CTSCD, Inc.) was established by Clarence Sutton, President and CEO, as a nonprofit organization in North Carolina in 2012 to provide support for CTS Health’s foster care consumers through programs such as the Cassandra Robinson Scholarship Fund for graduating high school students, Duffels for Dignity which provides luggage for transitory youth, and the Angel Tree Christmas Gift Drive, which provides gifts for children enrolled in the CTS Health services. Observing the devastating impact of the COVID-19 pandemic, Sutton recognized the exacerbating effects the virus had on individuals suffering from chronic illnesses, such as heart disease, high blood pressure, asthma, diabetes, and poor mental health and also observed within marginalized populations significant barriers to appropriate mental and physical health care that contributed to many otherwise preventable deaths. In 2021 Sutton re-established CTS CD, Inc. to bridge the healthcare wellness gaps and help remove barriers to mental and physical health wellness by providing education, programs, resources, and referrals to services to individuals within marginalized communities.

Clarence Sutton

Clarence grew up in Chicago, Illinois. He was recruited by Appalachian State University to play football. He graduated with a Bachelor’s Degree in Criminal Justice. After graduating from App State, Clarence signed on with the Chicago Bears and played until an injury forced him to retire. He and his family moved to Texas where he worked with the juvenile courts system to provide support to teens at high risk for incarceration. Clarence returned to North Carolina and became a Sheriff’s Deputy in Concord. He started working in the mental health field and helped to start Greater Metrolina Therapeutic Services and eventually bought out the company and renamed it CTSHealth, Inc. a for profit provider of mental and behavioral healthcare and foster care services in NC, SC, and Illinois. Clarence is committed to uplifting communities locally, nationally, and internationally. Clarence is the author of two books, the first being, Why Not Me? My Journey from Survival to Significance which tells his story of growing up in Chicago and through hard work and determination was able to leave the dangerous streets to become a successful businessman who has returned to help the communities where he grew up. The second book, Is it Us? Is the story of despair and redemption, finding and growing in spirituality.

Corey Sutton

Co-CEO Corey Sutton, the older brother of Clarence, was also born and raised on the west side of Chicago. He joined Clarence in 2008, driven by his passion for social services and supporting at-risk youth. A proud U.S. Marine Corps veteran and Certified Culinary Artist, Corey brings discipline, leadership, and mission-focused execution to every endeavor, grounded in his military background and refined through hands-on experience. He has developed a strong skill set in culinary arts, business development, and strategic planning. From formally leading teams in creating innovative culinary experiences to currently managing high-pressure teams and developing business strategies, Corey excels at the intersection of precision, passion, and performance. Driven by a commitment to excellence and continuous improvement, he brings a unique, real-world perspective to every project.

Leah Harvell

Leah was born and raised in central New York. After receiving her undergraduate degree in Psychology at Le Moyne College, Leah started working with a non-profit as a Case Manager with the schizophrenia population. Leah and her family relocated to Charlotte, NC in 2004 where she continued to work as a Case Manager for adults and children with behavioral and or MH diagnoses. In 2006, Leah started working as a Foster Care Case Manager where she would continue to train and license foster parents and coordinate services for children in foster care for the next 8 years. Leah is happily married and is a proud mom to 4 children and even prouder Meme of three grandchildren.

Holly Shivadecker

Holly Shivadecker has worked at CTS Health for 15 years. She successfully helped to grow CTS Health from a mom and pop small business to mid-level enterprise. Holly has a Bachelor’s Degree in Business Administration and Marketing from UNC-Charlotte in 2003. Holly is well equipped with critical thinking and problem-solving skills and enjoys the fast-paced business world, structure, and growth. Holly is a North Carolina native, enjoys being active, working out, traveling, fine cuisine, and experiencing new adventures.
Salesforce Effectiveness Analyst, IQVIA
Aaliyah Griffin

Aaliyah Griffin is employed as a Salesforce Effectiveness Analyst at IQVIA, Aaliyah plays a pivotal role in the organization. She excels in developing data visualizations and possesses a keen eye for identifying, analyzing, and interpreting trends and patterns within complex datasets. Aaliyah holds a Bachelor of Science degree in Political Science with a minor in Economics from Appalachian State University. Building upon her strong educational foundation, Aaliyah pursued a Master’s in Business Administration with a specialization in Business Analytics at the University of North Carolina, Greensboro. Prior to her current position, Aaliyah gained valuable experience as a Sales Support Analyst and Executive Assistant to the VP of Global Board Advisory at Nasdaq. Her responsibilities included conducting extensive research on corporate governance practices, contributing to the development of customized board assessments for a diverse client base, performing in-depth analysis of Fortune 500 boards to identify areas for improvement and conduct competitor benchmarks, and expertly extracting, manipulating, and analyzing case/client data using Excel for internal and external purposes.

Katie Tapert-Merado

Katie Tapert-Merado is employed with the City of Chicago, Chicago Department of Family and Support Services. She is a Social Worker at the Trina Davila Community Service Center. In her 26 years, she has worked in many roles and projects. She enjoys community outreach, which is how she became interesteed in working with Carolina Therapeutic Services – Chicago, when they assisted families fleeing Puerto Rico due to the ravages of Hurricane Maria in 2017. During her tenure with DFSS, Katie has provided services to the homeless, seniors, families, disabled and worked with various mental health issues. Katie is a LCSW (Licensed Clinical Social Worker) and CADC (Certified Alcohol and Drug Counselor) and a Certified Domestic Violence Counselor. She received the Fifteen Credit Achievement Award Certificate Program in Gerontology from Wilbur Wright College. Katie has participated in various committees with the National Association of Social Workers and Board Member with the former Chicago Abused Women’s Coalition. In the Humboldt Park Community, she participated on the Heathy Hermosa Committee, Northwest Committee Alliance, 25th District Domestic Violence Subcommittee and various planned community events.
Attorney, Gardner Skelton, AAL
Bruce Kennedy

Bruce is an attorney at Gardner Skelton, AAL in Charlotte, NC, where he handles civil litigation and workers’ compensation matters in both North and South Carolina. He is married and has two children. In his spare time, he enjoys playing golf and cooking. Being active in his community is an integral part of Bruce’s life and aspirations. Bruce believes that if you see something that needs done, don’t wait, just do it. Bruce hopes his time on the Board can be used to help improve and enhance the lives of families across the Carolinas.

Crystal Cancel

Crystal Cancel is a relentless advocate, activist, and community organizer with over a decade of experience fighting for those struggling with mental health, addiction, and poverty. As the Director of Operations at CTS Community Development Chicago, she collaborates with local elected leaders and boots on the ground organizations to mobilize resources and uplift Chicago’s West Side. Growing up as a caregiver to a father battling addiction and a brother with schizophrenia, she turned her lived experience into a lifelong mission to support underserved communities. From running adolescent and adult residential programs to building psychiatric units from the ground up, cultivating hospital systems she has worked on the front lines of mental health care, reducing crisis incidents and stabilizing those in need within their community.

Dr. Shantrell Sutton-McKenzie, PhD, LCPC

Dr. Shantrell Sutton-McKenzie is a proud Chicago native with comprehensive experience in community based and clinical behavioral health settings. Dr. Shan’s professional and personal experience has cultivated specializations in cognitive behavioral approaches, intergenerational trauma, and mixed methods research. As a clinical counselor and dedicated community advocate, Dr. Shan is proud to call CTSCD home. True to her lighthearted personality and dedication to the work, her favorite quote is “Protect your heart, for everything you do flows from it”.

Kenya S. Hawkins

Kenya S. Hawkins, QMHP is a passionate advocate for mental health and violence prevention, dedicated to empowering African American young women in underserved communities across Chicago and abroad. As a certified Trauma-Informed Care and Resilience Life Coach, Kenya brings over 20 years of experience in mentoring, counseling, and leadership. With a Bachelor of Science in Business Administration from Alcorn State University and dual Master’s degrees in Business Administration (MBA) and Mental Health Counseling from National Louis University, Kenya combines a strong business acumen with deep expertise in mental health care.

Fonquello Gardner, MBA

Fonquello Gardner is a dedicated professional with expertise in community health outreach, behavioral health, and advocacy. Holding an MBA, he focuses on improving health equity and building relationships within diverse communities. As Lead Case Manager at Chicago Therapeutic Services, he develops programs that improve healthcare access and mental health support. Fonquello is skilled in program development, strategic planning, and stakeholder collaboration. His leadership in advocating for policies that promote health equity has led to sustainable solutions for underserved populations.

Lanye Sutton

Lanye Sutton is the CTSCD Intake Coordinator. She’s been in the healthcare field for 4 years while also pursuing higher education. She has obtained her CNA ,EMT, BLS while pursuing a Bachelor’s degree in Childhood education minoring in psychology.
Training Coordinator
Sadia Gilliam-Frazier

Sadia Frazier is the Training Coordinator, where she develops and oversees training programs for staff. She has a background in HR, training, and management within behavioral health and nonprofit sectors. She earned her degree from the University of North Carolina at Charlotte. With a passion for education and professional development, she ensures that staff receive comprehensive and effective training to support their roles.

Sita Aryal

Sita Aryal is an IT Specialist with a bachelor’s degree in computer science, concentrating in Cybersecurity. She completed a 6-month internship at CTSHealth, where she gained hands-on experience in IT systems and support. She is now applying her technical skills and knowledge to contribute to CTS Community Development’s success.
Office Manager
Miro Meyza

Miro Meyza is the office manager at CTS CD, with four years of experience working with non-profits in different areas from volunteering, to administration, to event organizing, and fundraising. They are passionate about mental health advocacy and community building, believing that strong minds and strong support systems are essential resources. Miro is from Cleveland, Ohio, but currently lives in Chicago, Illinois with their wife, Bailey, and their dog, Organa, and enjoys writing fiction in their free time.

Kara Dyer

Kara is a dedicated human services professional with over a decade of experience in advocacy, case management, and resource coordination. Growing up in low-income communities in Pittsburgh, PA, she witnessed firsthand the challenges many individuals and families face, which inspired her passion for social work. She strive to connect people with essential support services and empower communities through client-centered care. Kara holds a Bachelor of Arts in Criminology with a concentration in Psychology from Carlow University and is currently pursuing her Master of Social Work (MSW) at Limestone University. Her mission is to create meaningful change and uplift those in need.

LaTia Spencer

LaTia was born in D.C. but spent most of her life in North Carolina. Along with her children, she just relocated to the Gaston County area from Charlotte. She has worked in public service in some capacity since graduating from Fayetteville State University with her BA in Sociology. She was in the Army Reserve for 9 years. LaTia has been in the social work field since 2020. She completed her MSW in 2024, as well as a Graduate Certificate in Clinical Social Work. Serving her community has always been her passion.
